Dallas County Judge Jim Foster said Tuesday that he no longer believes it possible to balance the 2011 budget with cuts alone and now favors a tax increase to save employees from a pay cut that seemed all but inevitable after another round of deep Wire Transfer United Texas Bank reductions.
